Background[]
Columbia Tower is located on the Nine Star Alliance Fleet ship the Columbia. Due to Hiver ships loose in the galaxy and exploring possible planets for colonies Earth Prime had any new ships carrying a Prime fitted with a "Tower". So even though it's part of the Fleet, but they are civilian contractors, out side of the Fleet Talents.
Since this Tower occupies a spaceship all the usual Tower positions do not apply.
